Conditional non prosecution system for juvenile criminal cases reflects the legislative spirit of combing punishment with leniency in criminal legislation, which greatly saves our judicial resources and promotes juvenile social return.The system, however, has its deficiencies, such as the narrow application scope, severe punishment, non-specific conditions and inadequacy of victim protection, etc.As a result, the system needs to be improved by enlarging its application scope, appropriately loosening its punishment, bettering its conditions and strengthening its victim protection.
