Ethical Examination of China's Public Resource Allocation in the Transitional Period

  • This paper analyzes the current situation with absence of ethics in China's public resource allocation in the transitional period, and points out such ethic absence is attributed to the urban-rural allocation system which impedes fairness and justice, the hidden identity discrimination against equality and the inadequacy of public participation.Based on these analyses, the author puts forward some necessary ethical principles and the practical solutions to ethical problems, in the hope of achieving equitable allocation of public resources.
