Construction of English Sentence Producing Competence: A Research on Learner Qualities Perfection

English Learners are the subjects of English teaching and learning. And Sentence Producing Competence is the basis of English Output Competence. The learner quality determines the choice and use of learning method, and its efficiency. This paper claims that English learning efficiency is to be greatly improved, only if the dynamic learner qualities are perfected, because they are the effect-decisive elements of the learners' methods.
