深化基层民主制度创新, 加强乡镇党委书记队伍建设——基于成都市的研究

Further Driving Institutional Innovation in Grass-root Democracy, Strengthening Team Construction of Secretary of Party Committee of Villages and Towns——A Case Study of Chengdu

摘要: 成都市自2003年以来在统筹城乡建设、推进城乡一体化进程中, 深入开展基层民主制度创新实践, 大力加强乡镇党委书记队伍建设, 积累了丰富的实践经验, 并取得了显著成效。本文系统总结了成都市加强乡镇党委书记队伍建设的经验成果, 深入分析了实践过程中存在的一些迫切需要研究和解决的问题, 并为解决这些问题提出了一些对策性的意见和建议。

Abstract: Chengdu has prompted the construction and integration of urban and rural development since 2003, which has driven institutional innovation in grass-root democracy, strengthened team construction of secretary of party committee of villages and towns, made remarkable achievements and cumulated rich practical experience.This paper systematically summarizes experiences of enhancing the team construction of secretary of party committee of villages and towns in Chengdu area, analyzes the problems in practice, and then proposes some countermeasures and suggestions.
