Abstract: Seniors' participation in the evaluation of home care services plays an important role in the development of home care services, but they seldom actively participate. This study analyzes seniors' participation factors from the national data of home care services. The procedures are as follows: first, hypothesis and variables are established and selected; secondly, seniors' participation in the evaluation of home care services is comprehensively described; thirdly, the factors are isolated by logit regression analysis. The results show that the factor of family size influences seniors' participation significantly. Thus, to improve seniors' participation in evaluation of home care services, two measures are recommended: 1) enhance family anti-risks ability and legal system construction; 2) incorporate evaluation mechanism of home care services into legal system.
