Abstract: Coordinated development of small and medium-sized towns is the inevitable result of the historical trend of the times, the demand of city development and objective needs. The developmental process and experience in foreign small and medium-sized towns greatly enlighten the urbanization of Zhengzhou. The unified design between the city and the countryside in Zhengzhou is both a great opportunity and tough challenge. It is suggested to build a unified public service system with scientific programming and coordinated layout, so as to coordinate the industrialization, urbanization and modernization of agriculture. Strong measures should be taken, such as promoting reform of land using policy, of household registration system, of investing and financing system, and reform of public utilities governmental regulations, in order to advance the healthy, coordinated and sustainable development of urban and rural areas.
