AI时代公共图书馆数字包容内涵研究基于IFLA《互联网宣言》的解读

Research on the Connotation of Digital Inclusion in Public Libraries in the AI Era: An Interpretation of the IFLA Internet Manifesto

  • 摘要: 国际图联发布的《互联网宣言》反映了全球互联网治理领域内数字包容内涵的深刻转变,对其内容进行解读可以启示公共图书馆在互联网治理领域内的进路和在AI时代所承担的数字包容使命。通过对《互联网宣言》的文本解读,以数字包容理念为引领,阐释数字包容对象、行动和使命的变迁,明确公共图书馆在互联网治理进程中的角色担当。从接入沟到使用沟再到知识沟,数字鸿沟的表现形式和危害程度发生了质性变化,数字包容的内涵也相应发生了重要改变,即包容对象的权利多元化、包容行动的领域广泛化、包容使命的深化。公共图书馆需要从信息资源服务的提供者升级为数字社区的缔造者,以人本主义回应技术封建主义。

     

    Abstract: The Internet Manifesto issued by the International Federation of Library Associations and Institutions (IFLA) reflects a profound transformation in the meaning of digital inclusion within the field of global internet governance. Interpreting its content offers valuable insights into how public libraries can position themselves within internet governance and fulfill their mission of promoting digital inclusion in the AI era. Guided by the concept of digital inclusion, this study analyzes the Internet Manifesto text to elucidate the evolution of its target groups, actions, and missions, thereby clarifying the role of public libraries in the ongoing process of internet governance. The forms and severity of the digital divide have undergone qualitative changes—from the access gap, to the usage gap, and finally to the knowledge gap. Accordingly, the connotation of digital inclusion has evolved toward the diversification of beneficiaries' rights, the broadening of action domains, and the deepening of its mission. Public libraries must transform from providers of information resources into creators of digital communities, responding to technological feudalism with a humanistic approach.
