Abstract:
Constructing a discourse system on the "Three Rural Issues"—agriculture, rural areas, and farmers—with Chinese characteristics is a practical necessity in building a modern socialist agricultural powerhouse. This discourse system is rooted in three key dimensions: the inheritance and advancement of Marxist perspectives on rural issues, the innovative application of the Chinese Communist Party's strategies and insights on rural revitalization, and the systematic synthesis of China's contemporary rural development practices. The framework of the discourse system includes five core components: political stance, theoretical concepts, philosophical thinking, universal expression, and effective dissemination. These correspond respectively to its orientation, theoretical foundation, value system, communicative articulation, and practical communication strategies. To construct a discourse system aligned with the goals of modern socialist agricultural development, the following measures are essential: (1) reinforcing political commitment by upholding the CPC's leadership in shaping rural discourse; (2) grounding discourse in China's national realities to reinforce the theoretical underpinnings of rural policy; (3) fostering distinctive narratives to promote innovation in discourse paradigms and expression; and (4) diversifying communication channels to expand the influence and reach of the rural discourse system.
