Abstract: A new model is presented to resolve the problems in highway resources leveling under fixed time.The model based on the latest finished time-scaled network diagram presents the highest priority with the change value of smallest variance between resource demand before and after moving when a node has many non-key-work-process.An example demonstrates the model can diminish the quantity of optimization work.
