Abstract: The concept and some characters of the second kind of r-permutation factor circulant matrix are given. Based on the Eigenvalues and the necessary and sufficicent condition of nonsingularity of the second kind of r-permutation factor circulant matrix, sepectral decomposition of the second kind of r-permutation factor circulant matrix is obtained.
