Theoretical Logic and Policy Optimization of Chengdu’s “Jinjie Youcu” Initiative for Fostering Specialized, Refined, Differentiated, and Innovative Enterprises

  • Against the backdrop of a new round of industrial restructuring and high-quality development, Specialized, Refined, Differentiated, and Innovative (SRDI) enterprises have become key drivers of industrial competitiveness and new quality productive forces. Focusing on local enterprise service policies that support the development of SRDI enterprises, this study uses Chengdu's "Jinjie Youcu" initiative (serving enterprises, removing obstacles, improving business climate, and boosting growth) as a policy case. An analytical framework integrating synergy theory, innovation ecosystem theory, and endogenous growth theory is developed to examine the policy's implementation. Drawing on financial data from SRDI enterprises between June 2023 and June 2025, the study investigates SRDI enterprises' operating performance during the initial stage of policy implementation. The findings indicate that the initiative has established a diversified policy instrument system centered on responding to enterprises' needs, coordinating problem resolution, and delivering targeted services. Overall, changes in enterprises' financial performance are broadly consistent with the policy's intended objectives. However, variations in operating performance across industries suggest that policy instruments remain insufficiently aligned with the heterogeneous needs of different firms. Future policy efforts should strengthen cross-departmental coordination and establish dynamic feedback mechanisms while allocating support resources according to industry characteristics and enterprises' development stages. Such improvements would enhance the precision and effectiveness of policy implementation and provide sustained support for the high-quality development of SRDI enterprises.
