Development Pathways of Chengdu’s New Consumption Economy from the Perspective of Four-Chain Integration

Abstract
Emerging consumption serves as a crucial engine for unleashing domestic demand and promoting high-quality economic development. The four-chain integration strategy—encompassing the industrial chain, innovation chain, talent chain, and capital chain—provides a new perspective for fostering its development. This integration supports the emerging consumption economy through three key mechanisms: coordinated factor flows, value co-creation, and risk sharing. However, Chengdu still faces several structural bottlenecks in developing its emerging consumption economy, including insufficient inter-chain coordination, imbalanced value distribution, inadequate development of risk-sharing mechanisms, and a low level of digital integration. These constraints hinder the full release of innovation capacity and market vitality. To address these challenges, this study proposes five key pathways: strengthening the application of digital technologies, improving value co-creation mechanisms, enhancing risk protection systems, building collaborative innovation networks, and establishing dynamic monitoring mechanisms. These measures aim to fully leverage the ecosystem effects of four-chain integration, thereby promoting the high-quality development of Chengdu’s emerging consumption economy and unlocking its growth potential.
