Abstract:
The integrated development of high-standard farmland and agricultural industrial chains is an important measure for ensuring food security, advancing agricultural modernization, and promoting rural revitalization. It also plays an important role in addressing issues concerning agriculture, rural areas, and farmers. This study analyzes the driving forces behind such integration from five perspectives: policy and institutional innovation, restructuring of agricultural production factors, the transition from small-scale farming to moderately scaled specialized operations, innovation in agricultural benefit-sharing mechanisms, and the expansion of diversified demand and industrial chains. On this basis, the study further examines several practical challenges, including constraints in the industrial environment, inadequate infrastructure and service systems, incomplete industrial chain structures, and insufficiently balanced value chain development. To address these challenges, the paper proposes four development pathways: optimizing spatial coordination across regions, building collaborative organizational networks, improving agricultural supply chains, and constructing closely connected value chains. In addition, the study emphasizes the importance of strengthening governmental guidance, enhancing the comprehensive capabilities of agricultural stakeholders, establishing diversified investment and financing mechanisms, and improving risk management and supervision systems. These measures are expected to promote the coordinated and sustainable integration of high-standard farmland development and agricultural industrial chains.
