文化资源综合质量与旅游开发潜力双向测度及协同治理路径研究以阆中古城为例

Cultural Resource Comprehensive Quality and Tourism Development Potential: Dual Assessment and Collaborative GovernanceThe Case of Langzhong Ancient City

  • 摘要: 文化资源保护与旅游开发协同发展,既能让文化资源“活起来”传承历史文脉,又能通过旅游赋能实现经济增值与社会认同的双赢。研究采用“三三六”评价法与AHP模型,对阆中古城文化资源综合质量与旅游开发潜力进行双向测度。研究表明,阆中古城文化资源的综合质量为“优秀”,对应的旅游开发潜力为“V级”,但存在商业同质化、社区缺位及治理碎片化等问题。为此,文章构建了原真性保护、适应性开发、韧性治理的三维协同发展路径:通过社区数字记忆库与ROT资金模式存续古城文化元素;以数字孪生与业态分区推动古城文化资源的高附加值转化;借助综合协调机构、多元共治平台提升古城文化生态系统治理的协同度。

     

    Abstract: The coordinated development of cultural resource conservation and tourism development not only revitalizes cultural resources and sustains historical continuity, but also enables tourism-driven value enhancement and social recognition. Employing the “three–three–six” evaluation method—a multidimensional indicator system widely used in Chinese heritage assessment—together with the Analytic Hierarchy Process (AHP), this study conducts a bidirectional assessment of the comprehensive quality of cultural resources and the tourism development potential of Langzhong Ancient City. The results indicate that the comprehensive quality of cultural resources in Langzhong Ancient City is rated as “excellent,” while its corresponding tourism development potential reaches “Grade V.” Nevertheless, challenges such as commercial homogenization, limited community participation, and fragmented governance arrangements remain evident. In response, this paper proposes a three-dimensional collaborative development framework encompassing authenticity-oriented conservation, adaptive development, and resilience-based governance. Specifically, the preservation of cultural elements within the ancient city is supported through community-based digital memory archives and the ROT (Reconstruction–Operation–Transfer) financing model; the high value-added transformation of cultural resources is promoted through the application of digital twin technology and functional zoning of tourism-related industries; and the overall coordination of governance within the cultural ecosystem of the ancient city is enhanced by establishing comprehensive coordinating institutions and multi-stakeholder co-governance platforms.
