新质生产力驱动绿色低碳循环经济体系构建与发展研究以青海省为例

Construction and Development of a Green, Low-Carbon Circular Economy System Driven by New Quality Productive Forces: Evidence from Qinghai Province

  • 摘要: 构建绿色低碳循环发展经济体系是实现生态环境保护与经济高质量发展的关键路径。文章聚焦青海省,以产业“四地”战略为切入点,探讨新质生产力驱动下绿色低碳循环发展经济体系的构建逻辑,并基于组合赋权法与耦合协调度模型构建指标体系,进而依据指标体系对青海省2008—2022年绿色、低碳、循环三大系统的协同演化进行实证分析。分析显示:青海省绿色低碳循环经济体系综合发展水平稳步提升,系统间耦合度与协调性不断增强,政策引导与产业融合在体系构建中发挥了关键作用。为推动青海省绿色转型发展及“碳达峰碳中和”目标的实现,文章提出融合绿色算力与人工智能、建设区域公共品牌、打造典型示范基地等政策建议。

     

    Abstract: Building a green, low-carbon, and circular economy system is crucial for achieving ecological protection and high-quality economic development. Focusing on Qinghai Province, this study uses the regional “Four-Zones Strategy” as an entry point to explore the framework for constructing a system driven by new quality productive forces. Using a combined weighting method and a coupling coordination degree model, the study constructs an evaluation index system to empirically analyze the synergistic evolution of Qinghai's green, low-carbon, and circular subsystems from 2008 to 2022. The results show a steady improvement in the overall performance of the green, low-carbon, and circular economy system, with progressively enhanced coupling and coordination among its subsystems. Policy guidance and industrial integration have played key roles in this progress. Based on these findings, the paper proposes policy recommendations, including integrating green computing power with AI technologies, establishing regional public brands, and developing demonstration bases. These measures provide theoretical guidance and practical references for Qinghai's green transformation and the achievement of China's carbon peaking and carbon neutrality goals.
